Registrar reports on the state of the register; sequence to continue unbroken

The Office of the Registrar has laid before the Ministry of the Interior its quarterly return on the register of citizens. The return notes that the sequence of citizen numbers has been maintained without gap or reissue since the register was opened, and that no number has been withdrawn.

Registrations in the quarter were recorded from ninety-one countries of residence. The Registrar observes that no single country accounts for more than a twelfth part of the whole, and that the register remains, as it began, general.

The Registrar further reports a continued rise in requests for certified transcripts of the Constitution, which are supplied without charge under Article 7. Four hundred and twelve transcripts were despatched in the quarter, of which nine were returned by postal authorities as undeliverable and have been retained in the archive.

On the matter of the register's maintenance, the return records that two entries were corrected on the application of the citizens concerned, both in respect of the spelling of names, and that both corrections were entered with the original text preserved in the margin as required.

The full return is deposited as SG/REG/RET/2026-2 and may be inspected on request. The Ministry of the Interior has indicated that it will make no observation upon it before the next quarter.

The seat has been vacant since January. Under Article 7(2) a seat vacant for four consecutive quarters reverts to the Ministry of the Interior for reallocation; the Interior has confirmed it will take the seat in hand at the close of the present quarter and re-advertise it. Complaints received in the interval are being minuted and held.

Border plaque suspended; foundry reports fault in the linishing of the face

Item SG-140 is withdrawn from the schedule pending re-manufacture. Nineteen plaques from batch C-3 were rejected by the Inspector of Batches and their destruction has been minuted. Applicants in the queue retain their place and will not be charged the revised fee.

The omission of 3 February is attributed to the absence of the Minister and is recorded in the summary without further comment. The Registrar of Observations countersigned every remaining entry.

Note of the twelfth round of talks; the question of the seal remains unresolved

The twelfth round of talks between the Republic and the Directorate of North Guillermo concluded on the eighteenth day of this month without a joint communiqué. Both delegations confirm that discussions were conducted in a correct and businesslike atmosphere.

The Republic maintains its position that the spiral device was adopted by instrument on 14 March 2024 and that the Directorate's device, adopted in June of the same year, is a reversed rendering of it. The Directorate maintains that its device is of independent origin and turns in the opposite direction. Neither delegation has proposed arbitration.

Agreement was reached on two subordinate matters: the mutual recognition of commemorative postage for philatelic purposes, and the continuation of the standing meteorological exchange, under which each party transmits daily observations to the other at 06:00 hours. The Ministry of Meteorology reports that the exchange has operated without interruption for twenty-six months.

A thirteenth round is expected in the fourth quarter. The Republic reiterates that it seeks no territory from the Directorate, the Directorate holding none.

Decree 141 of 2026
The schedule of issuance fees annexed to this decree takes effect on 1 July 2026 and supersedes SG/REG/SCH/2025-2.

Item SG-140 (border plaque, cast brass) is suspended. Applications already lodged are held at the fee then in force.

One seat of the third grade, Keeper of the Standing Clock, is declared vacant and is advertised for one quarter.

The standing meteorological exchange with the Directorate of North Guillermo is continued for a further twelve months on existing terms.

The spiral device shall not be reproduced reversed. Reproductions in one colour are permitted where the device remains clockwise.
