Ministries of the Republic
Five ministries are established under Article 5. Each ministry publishes a quarterly return to the Gazette. Correspondence should cite the ministry reference and, where the matter concerns a citizen, that citizen's number.
Ministry of the Interior
Custody of the Constitution and of the seal. Confers offices and orders on the recommendation of the Registrar, maintains the Register of Honours, and lays the quarterly returns of every other ministry before the public. Holds no police power, the Republic having no territory in which to exercise one.
Ministry of Meteorology
Records a single daily observation — temperature, pressure, wind and cloud — at the residence of the Minister at 06:00 hours, and transmits it to the Directorate of North Guillermo under the standing exchange. Publishes an annual summary. Issues no forecast and declines all requests for one.
Ministry of Public Works
Specifies and inspects the physical instruments of the state: the flag, the plaque, the sash, the medal and the binding of the Gazette. Approves each manufacturing batch before despatch and minutes the destruction of rejected work. Maintains the standard measures against which specimens are checked.
Office of the Registrar
Keeps the register of citizens, allocates citizen numbers in unbroken sequence, issues all documents and regalia, prints the Gazette, and supplies certified transcripts of the Constitution without charge. The senior office of the Republic and the only one that may not be left vacant.
Ministry of Complaints
Receives complaints against any organ of the Republic, hears petitions against appointments, and publishes the disposal of every complaint in the Gazette, including those it declines. Acknowledges receipt within five working days. Its findings bind the ministry complained of.
Register of Honours and Appointments
Offices and orders are conferred by the Ministry of the Interior on the recommendation of the Registrar. Seats are limited by instrument and are recorded below. An appointment fee is levied toward the manufacture of insignia and the maintenance of the register.
