Ministries of the Republic
Seventeen ministries are established under Article 5, as amended by Amendment No. 2 (Decree 5 of 2026). In each, save the Office of the Registrar, the offices of Minister, Minister of State and Under-Secretary are open to any citizen for a term of one year, without limit of number. Each ministry publishes a quarterly return to the Gazette. Correspondence should cite the ministry reference and, where the matter concerns a citizen, that citizen's number. Offices held across the ministries: 0.
Ministry of the Interior
Custody of the Constitution and of the seal. Confers offices and orders on the recommendation of the Registrar, maintains the Register of Honours, and lays the quarterly returns of every other ministry before the public. Holds no police power, the Republic having no territory in which to exercise one.
Ministry of Meteorology
Records a single daily observation — temperature, pressure, wind and cloud — at the residence of the Minister at 06:00 hours, and transmits it to the Directorate of North Guillermo under the standing exchange. Publishes an annual summary. Issues no forecast and declines all requests for one.
Ministry of Public Works
Specifies and inspects the physical instruments of the state: the flag, the plaque, the sash, the medal and the binding of the Gazette. Approves each manufacturing batch before despatch and minutes the destruction of rejected work. Maintains the standard measures against which specimens are checked.
Office of the Registrar
Keeps the register of citizens, allocates citizen numbers in unbroken sequence, issues all documents and regalia, prints the Gazette, and supplies certified transcripts of the Constitution without charge. The senior office of the Republic and the only one that may not be left vacant.
Ministry of Complaints
Receives complaints against any organ of the Republic, hears petitions against appointments, and publishes the disposal of every complaint in the Gazette, including those it declines. Acknowledges receipt within five working days. Its findings bind the ministry complained of.
Ministry of Culture
Keeps the canon of the Republic: the anthem, the spiral, the approved typefaces and the register of works submitted by citizens. Certifies a work as Guillermine on application and declines no application. Convenes no festival, the citizens being too widely dispersed to attend one.
Ministry of the Treasury
Keeps the unit of account and the accounts of the state. Receives every fee and issues every receipt. Publishes the annual balance in the Gazette to the unit, and no estimate, projection or forecast of any kind.
Ministry of Foreign Correspondence
Conducts the relations of the Republic with every other state, all of which are conducted by letter. Acknowledges recognition when it is offered and records its absence when it is not. Maintains the register of instruments of recognition under Article 10.
Ministry of Education
Instructs citizens in the Constitution, the chronology and the correct rendering of the spiral. Sets one examination, which no citizen is required to sit and which no citizen has failed. Publishes the syllabus annually without alteration.
Ministry of Transport
Concerned with the movement of citizens between places, none of which is the Republic. Records journeys notified to it and issues a certificate of passage on request. Operates no service, holds no timetable and is responsible for no delay.
Ministry of Agriculture and Window-Boxes
Registers cultivation undertaken by citizens on sills, balconies and allotments under the flag. Publishes the annual return of yields as declared. Certifies no produce as organic, the Republic having no soil of its own.
Ministry of Sport and Recreation
Records sporting achievement notified by citizens and ratifies national records, of which every first attempt is one. Enters no team in any competition. Fixes the national sport by decree when a majority of citizens can be found to agree upon it.
Ministry of Heritage and Archives
Custodian of every document the Republic has produced, in the order in which it was produced. Lists buildings of Guillermine interest, none of which belong to the Republic. Answers enquiries from the future as they arrive.
Ministry of Health and Rest
Recommends rest. Publishes an annual notice to that effect and keeps the register of citizens who have reported taking it. Offers no diagnosis, treatment or advice, and refers all other matters to the medical services of the citizen's place of residence.
Ministry of Science and Measures
Keeps the standard measures of the Republic and compares them annually with those of other states, recording the discrepancy. Receives findings from citizens engaged in enquiry of any kind and publishes them without peer review, the Republic having too few peers.
Ministry of Tourism
Receives visitors to a place that cannot be visited. Issues a certificate of visit to any person who has called upon a citizen, and keeps the register of such calls. Recommends no route, the Republic being wherever one already is.
Ministry of Posts and Postmarks
Responsible for the digital postmarks of the Republic and the occasions of state on which they are struck. Carries no letter, the carriage of letters being left to the postal services of other states, and confines itself to the marks placed upon them.
Register of Appointments
Every office of state held under Article 5, across all ministries, in order of appointment. The register is open to inspection at all times under Article 7(1) and carries the entry prescribed by Article 7: the office-holder's name and citizen number.
No office of state is held. Vacancies at every grade in every open ministry are advertised in Gazette No. 1 and remain open.
