Citizenship and the Public Registry

Citizenship of the Republic of Saint Guillermo is universal. No person is excluded by reason of nationality, residence, age, means, occupation, or existing citizenship elsewhere. There is no quota, no examination, no interview, and no period of qualifying residence, the Republic holding no territory in which residence could be established.

Under Article 2 of the Constitution, sovereignty is vested in the citizen and travels with the citizen. A citizen of Saint Guillermo carries the Republic wherever the citizen happens to be. The Republic therefore maintains no borders, no customs service and no immigration control, and the Ministry of the Interior is charged with records rather than with entry.

Citizenship is free and permanent. No fee is charged for registration and none may be charged. Citizenship, once entered in the registry, cannot be revoked by the state; it may be renounced by the citizen in writing, and renunciation is recorded in the Gazette.

Registration procedure

    Complete Form C-1 below, stating the name that is to appear on issued documents and your country of residence.

    State an electronic mail address. The certificate of citizenship and the Gazette are despatched to it; the Republic has no other means of reaching a citizen.

    Submit the form. The next number in the sequence is allocated at the moment of submission and is not transferable.
  4. 4
    Citizenship is granted at the moment of submission (Decree 146 of 2026). The entry is made in the register and published to the public registry below forthwith.
  5. 5
    A certificate of citizenship is despatched by electronic means. Physical documents are issued separately by the Office of the Registrar.
