The Guillermine Gazette
The Republic is constituted; the Constitution, as amended, is laid before the public
The Republic of Saint Guillermo was constituted by declaration on the twenty-second day of August, upon no land, by persons holding no authority to do so, and proceeded regardless. The register of citizens was opened the same day, and the first entry, SG-00001, was made on the twenty-fourth.
The Constitution, adopted at the founding and amended by Amendment No. 1, is confirmed and published in full in this number. It consists of twelve articles and four schedules, and provides among other things that the Republic shall hold no territory, raise no army, rank no citizen, and sell what it makes and never what it is.
The Office of the Registrar has published the schedule of issuable instruments, and the passport booklet is offered by advance reservation of the first printing. The Ministry of Meteorology has undertaken to record its first observation at 06:00 hours and to decline all requests for a forecast.
The seats of state are advertised in this number under Article 7. The Registrar observes that a state four days old is entitled to no history and has accordingly printed none.
The register of citizens opens; the sequence begins at SG-00001
Citizenship is granted at the moment of submission under Decree 2 and published under the full name stated. The sequence of numbers will be maintained without gap, no number withdrawn, no number reissued, in accordance with Article 7(5).
Schedule of issuable instruments published; one item suspended before ever being in stock
Item SG-140 (border plaque, cast brass) enters the schedule suspended, the foundry having reported a fault in the linishing of the face of the specimen. The Registrar notes that the Republic has thereby achieved a backlog before achieving a stock, and enters the fact without further comment.
Offices of state advertised; all seats vacant, as is proper at a founding
Petitions and applications are received by the Ministry of the Interior. Under Article 7(6) no office confers authority over a citizen, and offices are held in service and not in rank.
A first note is received from the Directorate of North Guillermo; the question of the seal arises
On the day following the founding, a note was received from an entity styling itself the Directorate of North Guillermo, observing that the spiral device of the Republic bears a resemblance to a device of its own, which it states turns in the opposite direction. The Republic has replied that its device was adopted by instrument at the founding and turns clockwise from the centre, as prescribed.
A first round of talks is expected in due course. The Republic reiterates that it seeks no territory from the Directorate, the Directorate holding none, and has proposed in the meantime a standing meteorological exchange, observations to be transmitted daily at 06:00 hours.
The Gazette is published quarterly and supplied to all citizens without charge in electronic form. A printed edition, sewn and trimmed to 210 × 297 millimetres, is issued to subscribers at a fee covering manufacture and carriage, per Article 6(2). Subscriptions commence with the following issue; back numbers are supplied from the archive while stocks permit. Apply to the Office of the Registrar quoting your citizen number.
