The Guillermine Gazette
The flag is presented in its confirmed proportion; the construction sheet is laid before the public

The Ministry of Public Works has laid before the Office of the Registrar a construction sheet for the flag of the Republic, reference SG/PW/SPEC/2, and the Registrar has deposited it as the standard measure against which every flag is to be inspected before issue. The sheet sets out the field, the device and a schedule of ten segments in parts of the hoist, the hoist being taken as 800 parts and the fly as 1,200. It is published today with the particulars of state and may be reproduced with attribution.
The proportion of the flag is confirmed at 2 : 3, hoist to fly. For the two days between the founding and this number the text of Schedule 2 gave the proportion as 3 : 5, and the flag was, for that period and in law, a somewhat longer object than it is now. No flag was manufactured to the earlier proportion, none is recalled, and the Ministry records that the Republic has thereby amended its flag before flying it, which it believes to be in order.
The device is unchanged: one continuous band of uniform width, fifty parts throughout, right angles only, ten segments and nine corners, turning clockwise from the centre, appliquéd and not printed. The spacing of the band is set out from the centrelines scheduled on the sheet. It is not modular, and the Ministry directs that it is not to be regularised in manufacture. A manufacturer who finds the spacing inconvenient is invited to find it inconvenient in silence.
The Ministry of Heritage and Archives, which keeps the photograph of the flag as flown, has taken the occasion to record the readings of the device most commonly submitted by citizens. Five are recorded. None has been adopted and none refused, the Registrar having ruled that the meaning of the flag is personal to each citizen and is not entered in any register.
Schedule 2 amended; the earlier text preserved in the margin

Under Article 7(4) the amended Schedule preserves the superseded proportion in the margin of the deposited copy. Citizens holding a certified transcript issued before this number may apply for a fresh one without charge, or may keep the old one, which the Registrar notes is now of historical interest to the extent that anything two days old can be.
Particulars of state published; the population is two
The Ministry of Heritage and Archives has published the general particulars of the Republic, comprising the style, form of state, territory (none), capital (none designated), population (taken from the register and amending itself), languages, devices and duties. The particulars are to be preferred to any other source, including memory.
No movement on the question of the spiral; the Directorate maintains that leftward looks better
The matter of the spiral, first reported in the last number, stands where it stood. The Directorate of North Guillermo has replied to the Republic's reply, and the Republic has acknowledged the Directorate's reply to its reply, and no position has moved. The Directorate does not now dispute that the device of the Republic was adopted by instrument and turns clockwise from the centre. It states instead that a device turning to the left looks better on a flag, and that it is surprised the Republic cannot see this.
The Republic has answered that it can see it perfectly well and disagrees. The Ministry of the Interior observes that the publication today of the construction sheet, which schedules the direction of every one of the ten segments, is not addressed to the Directorate but is available to it. The proposed meteorological exchange has not yet commenced, neither party having recorded an observation.
The Gazette is published quarterly and supplied to all citizens without charge in electronic form. A printed edition, sewn and trimmed to 210 × 297 millimetres, is issued to subscribers at a fee covering manufacture and carriage, per Article 6(2). Subscriptions commence with the following issue; back numbers are supplied from the archive while stocks permit. Apply to the Office of the Registrar quoting your citizen number.
