Passport booklet (physical)
The commemorative passport booklet is the principal instrument of the register. Each booklet is hand-numbered to correspond with the holder's citizen number and is entered in the issuance ledger at the point of despatch. Booklets are manufactured in batches of five hundred; batch and sheet numbers are impressed on the inside rear cover.

- One booklet is issued per citizen. Replacement of a lost booklet requires a declaration of loss and payment of a second issuance fee.
- The booklet is not a travel document and carries no machine-readable zone, chip or biometric data.
- The name entered is that recorded in the register at the date of manufacture; subsequent corrections are not retro-fitted.
Documents and regalia issued by the Office of the Registrar are commemorative. The passport booklet is not a travel document and must not be presented to any border authority, airline, bank or public official as evidence of identity or nationality. Presentation of a commemorative document as an official one is a matter for the law of the jurisdiction concerned and the Republic accepts no liability arising from it.
