A subscription entitles the holder to one commemorative sheet in each quarter, despatched with the Gazette. Sheets are printed by lithography in two colours and are perforated to fourteen gauge. Sheets are not valid for postage in any jurisdiction and are supplied for philatelic purposes.

Conditions of issuance
- Subscriptions commence with the following issue and are not backdated.
- Stamps confer no franking rights and must not be affixed to postal matter.
- Unsold remainders are destroyed at the close of each year and the destruction is minuted.
Notice · Legal status of issued documents
Documents and regalia issued by the Office of the Registrar are commemorative. The passport booklet is not a travel document and must not be presented to any border authority, airline, bank or public official as evidence of identity or nationality. Presentation of a commemorative document as an official one is a matter for the law of the jurisdiction concerned and the Republic accepts no liability arising from it.
