The border plaque is a sand-cast brass panel bearing the name of the Republic, the spiral device and the citizen's number. It is intended for fixing at a boundary of the citizen's own choosing, the Republic holding no territory of its own. Plaques are cast to order and are not stocked.

- Fixing of the plaque to property not belonging to the citizen is a matter for the law of the place concerned.
- The plaque marks no frontier recognised by any authority.
- Casting flaws not affecting legibility are not grounds for replacement.

The passport booklet is not a travel document and must not be presented to any border authority, airline, bank or public official as evidence of identity or nationality. Presentation of a commemorative document as an official one is a matter for the law of the jurisdiction concerned and the Republic accepts no liability arising from it.
